Vlad was discovered in -238 by the colony ship Vlad's Lament after a misjump. Vlad is the fourth planet of a 7 planet
system orbiting the yellow star of a yellow-red binary system. The planet has 2 moons Ghormlast (2500 km diameters), &
Veral (1000 km diameter). The colony lived at a subsistence level until Burton Fhalior, local merchant, opened Vlad to
pirates & other outlaws in 467. The move proved so successful that Burton was able to suppress his fellow merchants in
Esprit Vlad (the only city on Vlad) & crown himself Grand Duke Burton I in 491. Those merchants willing to throw in
with him (as well as pirates willing to settle down) became his feudal barons, sharing in Vlad's new wealth. In 713
(during the reign of Phasial II), Vlad's notoriety attracted tourists throughout the Mapepire subsector resulting in jump
routes from Beaumonde & Mapepire Balsyn. To cater to this new influx, the next ruler Grand Duchess Juimalis built the
New Captial of Delerium. In 802, the planet was subjected to a anti-piracy raid by Die Weltbund, killing then Duke
Burton III. His successor, Phasial III negotiated a treaty with Beaumonde, Mapepire Balsyn that allowed the duke to
build a subjump navy to defend the system. This was tested in the reign of Burton IV(845) when anotherDW raid was
beaten off . In 867 Die Weltbund & Vlad signed a non-aggression pact, opening the planet to Die Weltbund tourists.
Since then Vlad has been a relatively peaceful planet except for the occassional coup (912, 979, 1023, 1095, & 1124).
Under increasing competition from Trayfowen & Shalimar's resort, Vlad started offering more & more exotic & dangerous
entertainments. Some of these are the House of Pain, Deathboard (Gravboard dueling), & ther Euphoria, for example.
While this has made Vlad famous outside the Beyond, it has made life on Vlad less than healthy when its rulers began
endulging in some of the more suspect pleasures. This has resulted in the murder of Duchess Janna II(1095), Dukes
Burton VI(979), & Phasial IV(1124). Phasial's murder stemmed from his (& some of his nobles) passion for kidnapping
desirable women & men. It was very fatal for Phasial as his selected femmes were inducted into his harem/bodyguard unit,
the Scarlet Guard. Several of his guardswomen led by their colonel(Perdia Labnnix) murdered him, replacing him with
his eldest child Duchess Ermizhad II(age 12) under the regency of Col. Perdia.
Today, Vlad's capital Delerium is still THE PLACE to sample forbidden pleasures despite its Amber Zone designation.
The Travellers Aid Society even has an establishment here. Think of Delerium as a part hedonistic & part gothic cross
between Disneyworld & Las Vegas.
Vlad is a feudal technocracy ruled over by the Grand Dukes & their council of barons. Despite abberations like Phasial
IV, the dukes/duchesses take an active interest in the welfare & happiness of their subjects. This is especially true in the
public entertainments, such as the gladiatorial games & the grav racing, where much of the income of the duchy goes into.
Vlad's police force is also efficient, which is very good since Vlad is a law level 0 planet. A nature of the legal system is
the hunt, where the courts may sentence an killer to be hunted down by friendsand/or relatives of their victim(s) in the
Death Mart. Most felons are either fined or exiled to Vlad's penal island. In spite of the corruption on Vlad, the legal
system(including the police) are very honest. Vlad is much dedicated to the code duello to settle disputes & to serve justice.
Vlad's defenses include the naval base on its largest moon, Ghormlast, with its 24 missiles batteries, 8 triple laser turrets, 3
50 tonne PAWs, & 1 regiment of infantry (the 4th), which though 3 centuries old, is still formidible against pirates &
small naval units. 13 200 tonne SDB's (3 triple laser turrets each) are stationed there also. There is also the ducal custom
satelite where incoming ships must dock at before landing or launching landing craft. Internal security is handled by 8
regiments of infantry, 2 grav cavalry regiments, & a fleet of 16 missile armed submersibles.
Vlad's external politics are (like most of the Mapepire Cluster) benign & very neutral since wars are bad for the tourist
trade. Offworlder(& internal) political squabbles are referred to either the Death Mart or the various dueling clubs on
planet. With the fighting & dueling arenas, Vladian law takes a dim view of street violence unless one party can PROVE
they were defending against aggression. Offenders are can be heavily fined, denied the possession of any weapons while
on planet, or a stated period of time, imprisoned for 6 mos. to 20 years, or in the case of murder, execution. Assassins,
unless they challenge their victim get little tolerance with the local law. The most serious problem is Phasial IV's opening
up of Vlad to Tuablin, which coincided with an increase of mysterious disappearances. The regent is moving against
Tuablin, which has increased her standing with the populace. However, the unmasking of Tuablin's activities has
alienated the baronial Theri & Haurpar families who have profited by the slave & kidnapping trade. The military backs
the regent except for a few officiers of the Scarlet Guard
In 693, a transfer station for clandestine cargo & guests was established at Roguewine Station on Roguewine the system's
7th planet. .It was built upon a failed mining operation by the Vladian Masra combine that operated from 567-574.
Vladian Transfer (government owned shipping line) runs a service of 5 shuttles a week between Roguewine & Vlad.

An interesting feature of Delerium's hotels is that they combine the operation of a retail store (located by tradition in

prohibited by an ancient contract to handle anything except crimes against the state in these areas.

grave using the Theri family as pawns. Perdia is rumored to have severl lovers among the Scarlet Guard.

MEDICAL 2 ZERO-G CBT1.. Famed dancer, courtesan, & patron of arts, Jade's origins are unkown (though her
appearance & height suggest Zhodhani). Originally a slave, she came to the attention of Baron Raan Boertin
(Sesi's father) who obtained her freedom. With Raan's patronage & her skill as an exotic dancer (she does dance
routines with daggers) she has risen high in the ranks of Vlad's courtesan & is a member of the Garden Society(a
group of courtesans & other entertainers. She is a friend of Corsair Bette Noire (from whom she learned Zero-G Cbt.
to add to her dance) and named her first child after her. She is very popular with a nature both gracious &
dominating ( a balancing act that nakes many, male & female jealous) and has few enemies (unless you count

His hard-drinking, lovable teddy bear nature conceals a hardnosed ruthless nature when dealing with lawbreakers.
Furthermore, he's uncorruptable, which scares Tuablin if the regent turns Stan's attention to Tuablin's operation.

BRIBERY 3. Born Maki Cortura, Baroness Maki is the head of house of Theri since her late husband death in a
firefight with Bette Noire. She has sworn revenge against Noire & Baron D'Ashti (who hired Noire to rescue his
daughters). She is plotting quietly since House Theri has fallen from favor with Phasial IV's death. Maki is cold,
calculating & not afraid to cut losses or betray a friend or relative if the end justifies the means. Unlike her
husband, she prefers to use trusted servants to carry out her orders or to hire muscle. She has two sons Jordane(21), &
Haasyl(12). Hassyl is a hostage for good behavior at the ducal palace, while Jordane has been sent off planet to the
military academy on Beaumonde.
LORD BARON AGGARU D'ASHTI(NOBLE): 898AA9 Age 65. MECH. 2, LEADER 4, COMPUTER 1,
ADMIN 3, PISTOL 3, BRIBERY 2, NAVIGATION 1, ELECT. 1, STREETWISE 3. Feisty & charismatic, Aggaru
likes to take an active in role in the family's weapons business, both in design & administration. He's the local
leader for all vargyr & has influence with most of the vargyr in the Beyond. After his daughters' kidnapping by
Baron Theri, he has taken several actions: 1. Hired Eshenili to guard his family; 2. Increased espionage on the
Theri & their allies; 3. Halted his business vendetta with the rival Ghilop fmaily; & 4. firmly supports the regent &
her policies. His daughter Aki has signed as a corsair with Bette Noire on the Aarabella. Aggaru is a great
friend(never forgets a favor no matter how small), but an even greater enemy(never forgets the slightest slight). He is
also a feared duelist even at his age. He has a so Mouhygs(42), & 3 triplet daughters (age 15): Gna, Naryl, &
LORD BARON HAANU GHILOP(NOBLE): 877AA9. Age 67 LEADER 3, BLADE 3, ADMIN 3, COMPUTER
2, BRIBERY 1, TRADER 3. Friendly, generous, & laidback, the blonde, blue-eyed Haanu is a truly nice guy, a
disadvantage against more aggressive, ruthless businessmen like Baron Aggaru. Even so, his business skills have
held the D'Ashti from taking substantial market shares. With Aggaru current feud with the Theri, Haanu has
played the peacemaker while secretly aiding the D'Ashti. This isn't out altruism, Haanu hates Tuablin, & if
Tuablin's pawns are blocked, Tuablin will have to go after Aggaru themselves. To this end, the Baron has
infiltrated his own agents into Tuablin, waiting for the day he can take Tuablin down in the ducal courts. Haanu
was one of the covert conspirators in the overthrow of Duke Phasial IV.
MANIKAH ROUSCH(MERCHANT): 676AB4. Age 43. TRADER 2, ADMIN 2, LAISON 2, CAROUSING 2,
GUN CBT 2, COMPUTER 2, GRAV VEHICLE 1. Former owner of the Anything Goes resort, Manikah currently
works at a manager at the Death Mart. Six years ago his resort was bombed with great loss of life, including his son
& daughter. He now lives to avenge their deaths as well as the 123 people killed in the bombing. The only clue led
him to the Death Mart.
JORIAN DAHL(ROGUE): AA8894. Age 54. BLADE 5, ADMIN 1, GAMBLING 3, STREETWISE 2, LAISON
1, CAROUSING 1. Manager of the Stars & Comets, which he runs for an Esprit Vlad consortium, Jorian is a lost
colony darrian from Miryem. Charming, witty, & quite honest, he runs a casino with an excellent rep that still
makes a lot of money. He frequently settles disputes by the code duello, either as mediator or combatant. As a
duelist, he has never been beaten. Luzian, the gambler/assasin is a frequent patron of his.
LUZIAN(ROGUE): A6A662 Age 42. , PISTOL 3, LASER 2, COMPUTER 2, STREEWISE 2, GAMBLING 3.
A lost colony darrian of unknown origin, he is an assassin who kills only for moral reasons, & refuses to hunt the
guiltless or innocent. Several years back he declined a commission from Phasial IV, killing all the hired killers the
late duke sent after him. Tall, dark brunette, with a handsome face, Luzian is very popular with the people of
Delerium, who idolize him as a hero. He is frankly embarrassed by this attention, & is coldly polite to those trying
to flatter him. A constant rumor is that he killed the late duke. This is not true (Perdia Labnnix did the deed), & he
feels shame because he didn't kill the duke himself. Lady Antilla Ghilop is infatuated with him, another cause for
embarrassement for this modest, gentle killer.
DAR MANIH(ARMY). 888541 Age 45. DEMO 3, RIFLE 2, STREETWISE 2, CAROUSING 1, BATTLEDRESS
1, COMMO 2, COMPUTER 2, GRAV VEHICLE 1. PSIONICS: LVL 4. TELEPATHY 2. Cashiered from the Trelyn
army (for theft), Manih is an amoral sociopath who keeps well off by doing dirty deeds no one else will touch.
Openly for hire, his main jobs have been for the Theri family & the late duke Phasial IV. An exception was for the
League of Free Worlds seven years back when he eliminated a Die Weltbund diplomat at the Anything Goes resort
with a well placed bomb. There is a standing reward of 3 M Cr. for finding & securing the unknown bomber of the
Anything Goes by the ducal family.

ship travels the Mapepire Cluster in search of rare items & talent for the Vladian resorts. Though brave, he disdains
physical violence when faced with it, & never carries a weapon. his only son, Daneral, serves as navigation officer
aboard the Justiina.

GAMBLING 2, COMPUTER 1. Commander of theScarlet Guard upon Perdia assuming the regency, Rais is
another wife/guard who was in on the conspiracy against Phasial IV. Beautiful, she looks more like a courtesan
than a soldier-but don't let that fool you Prickly & caustical, she never the less quite popular with the troops. She
also loyal to Perdia, which is lucky since some of the ladies of the guard resent Perdia & were angry when Phasial
IV was murdered.
JON MATTIS LEIK(MERCHANT). 5659A3 Age 85 ADMIN 5, TRADER 5, PISTOL 1, COMPUTER 3,
LAISON 5, STREETWISE 2, COMMO 1, BRAWLING 1. Scion of the Leik, a former baronial family broken for
treason in the reign of Burton II, Jon maintains a policy of making whoever's in power happy. This included
handing his granddaughter Rais over to Grand Duke Phasial IV for marriage when she was 13. Jon's career has
been marked by these kinds of accomodations, shifty deals, & espionage by which he has a hold on every baronial
house & even the ducal family itself. These plots have put the Leik family & its business, Vlad Contragravity &
Suborbital Transport, LTD (VCST, Ltd) as the dominant grav & suborbital transport service on Vlad. VCST runs
passenger service, cargo transport, cruises all over Vlad. Their recent acquisition of Grewas Cruise (submersible
cruises) has eliminated their only rival on sea cruises. Tall, whitehaired(tinted), grey eyed, & aristocratic, the
charismatic Jon looks nothing like the crafty, autocratic fox he really is.
CAPTAIN JOSI HAN MARKHOL(ARMY) 878662 Age 41 TACTIC 2, RIFLE 1, SMG 3, STREETWISE 2,
LEADER 1, COMPUTER 1, ELECT 1, GRAV VEHICLE 1, JOT 2. Red haired & green eyed Josi is one of the few
Scarlet Guard officiers loyal to the late duke. As such, she is currently in hiding with the Theri family, plotting
against the regent. Her inability to obtain weapons from local merchants have put in the hands of Tuablin, who
she her as a pawn to used against the regent. Vicious, unstable & deadly competent, Josi is the kind of person who's
dangerous to both enemies & allies.

weaponshops but is a designer himself. His specialty is laser weapons for dueling & defense. His fame has brought

competent killer, Vhannex treats killing as a chore & despises those who kill for thrills. In his career, 5 serial killers

with almost everybody, loves a good fight & a good race. On the rare times he is beaten in race, he is very graceful,
cheerfully extending his congrats & then declaring his intent to win the rematch. He is good friends with Bette
Noire, the only person ever to beat him twice in a gravboard match. He also works as a transporter, but never for

Roguewine Station's conversion for an outbound transit & smuggling station has turned a failed mining colony
into a booming business. For a fee (5% of value of goods) you can transport illegal or sensitive items & data
aboard ducal shuttles & avoid customs on Vlad. There is a shuttle service twice a week between Roguewine & Vlad
aboard the nonjump freighter Vladian Lifter (400 tonnes). There is also 3 50 tonnes cutters permanamently on
station at the starport. Thirty years ago, it was decided to explore the Vladian system throughly to discover possible
planets & asteroids to exploit. It was decided to utilize Roguewine Station as the base with 1 scout/courier with up
to 4 scouts (usually ex-Imperial scouts). Not many resources have been located yet, however several hideouts have
been found that the government has allowed to continue operating in exchange for rent paid directly to the
government. The operation of Roguewine is currently run by personnel loyal to the late duke. This may change
as the regent returns conditions on Vlad to normalcy.

conspiracies, funneling arms, equipment, & personnel to & from Vlad.. He gains much support from Tuablin, who
has to run most of their activities through Rougewine since Phasial's death. In exchange he has re-opened an old
mining colony 46 km se of Rougewine Station as a Tuablin depot.
DERELYNNE HOSPARK(SCOUT). Age 42. 8AB982 PILOT 2, NAV 4, COMPUTER 1, LASER 3, JOT 2,

Rougewine's long term resident scout, Harald Noire, killed by pirates in 1123. A veteran of many years in the IISS,
her luck turned back after mustering out, losing her ship & drifting from job to job. As her job comes with a ship
she can again call her own, the Narhan (Noire's old scout/courier), she has thrown herself into surveying the system
with mad abandon, returning to Rougewine only when she needs to refit & raise hell in the local bars. Unlike
Noire (who tended to ignore his job quite often & descend to the fleshpots of Delerium), she takes her job seriously
& has been noticing & recording many of the clandestine activities happening at the station. Fortunately her long
absences from Roguewine keep Masko & his crowd from discerning her interest in their traitorous activities.

TRADER 1, LAISON 1, ADMIN 2. Tuablin's resident agent in charge for its Rougewine operation, he is cool,
reliable introspective, & avoids conflict when possible. In view of the new government's strongly supported
campaign against Tuablin, he feels its time to cut losses & abandon the Vlad venture (a view not supported by his
local superior in Delerium). To this end he has streamlined the new Roguewine operation & has devised an
operational plan for emergency shutdown & evacuation.

Phredor's personal bodyguard/enforcer. A coldy efficient cypher, she is very good at her job & loyal to Tuablin, not
Voskhaar. However her great weakness is her social skills where she is a childlike innocent & at a complete loss of
how to act or react. To this end, she avoids contact with people & fosters a nasty rep to keep people away.

days of their main graft source-Tuablin are numbered in the system. To this end he has entered the conspriacy in a
cautious manner only to gather enough information on the conspiracy & Tuablin's activities to insure his
continued command of the Rover (& possibly become the new DO at Rougewine Station).

BATTLEDRESS 1, INSTRUCTION 2. Tough, amoral, & efficient, Sgt. Malpais is Shammud's combat leader on
Roguewine. Though loyal to Malpais & enjoying the license to his activities Masko's regime gives him, Terence is
a true mercenary. If the going gets rough for Masko, Vernock, & company; Terence will probably switch sides &
reveal all he knows about the situation at Roguewine Station.

LASER 1, ROBOTICS 1.. A native of Beaumonde, Kinja took the job running Rogurewine's observatory for the
simply reason it allowed her run an observatory at least 20 years before any other planet would let her. Blonde,
amber-eyed, & hyperactive, Kinja's a loner who dislikes having to share her observatory with the scouts stationed
there & is very defensive about her perogatives of power & control over the observatory grounds. With her slight skill
in robotics she's hobbled together 3 of her cargo bots as security bots. Besides being hyperactive, she is very curious
& has not only made studies of the system & stars both of arrivals & departures of vessels & people since her own
arrival 3 years before. Though her interest is academic (& keeps her busy & away from other sophonts), these files
on arrivals & departures are quite detailed & could prove very useful. Fortunately for her no one knows of these files
except Derelynne with who she compares notes & analyses with (which is about the only social interaction Kinja
enjoys) whenever Derelynne returns from a survey cruise.

forces at Roguewine, Koojiis spends most of his time in the local gambling establishments, leaving the actual
command work to Capt. Shammud. Exiled to Roguewine by Phasial for incompetence (deservingly so) he is bitter
& drunk most of the time. After shooting down his adjutant for disturbing his gambling 5 years ago, everyone in
his command leaves to his gambling, drink, & women( which he pays for with skimming military funds). Though
happy at Phasial's demise & aware of the anti-Regent feelings at Roguewine, Sam is unlikely to take action unless
the conspirators are stupid enough to interfere with his pleasures or his embezzlements.
