Originally called Thieve's World (Liberty Hall 102), the planet was settled by corsairs in 678.  The starport of Resef was
nuked during Die Weltbund's expansion into the Liberty Hall subsector in 757.    In 803, 342 Psi's(& their dependants)
fleeing the Imperial psi purges settled it in 803 under Dr. Nicholai St. Foy.   Finding a secluded box canyon sensor
protected by natural, but harmless radiation, the refugees founded the town of Sanctuary (later Port Nicholai). Raiding
from this base & making contact with other corsairs, Dr. St. Foy was able to build a class D starport.  In 813, he took the
title of Duke of St. Foy, making his corsair captains barons.  Under his successor Trevil, the canyon walls were first bored
into creating underground sanctuaries & fortifications.  Under Duchess Jacquetta, the St. Foy Psionic Institute became of
the Beyond's greatest clandestine psi training center.  During Duke Mazdakh's reign came the first conflict with Die
Weltbund, resulting in the nuking of the original settlement of Resef (now known as Cursewell) due to the inability of
DW's navy to find the real starport.  In 1001, Port Nicholai was upgraded to a class B starport.  Also at that time a
shipyard was established in the asteroid belt to build SDB's as the current Duchess Reisca upscaled corsair operations. The
status quo was maintained until the reign of Reisca II, when the Imperium, trying to open up Die Weltbund trade routes
officially recognized St. Foy as a legitimate system government.  The Zhodani Consulate also became interested at the
same time opening a residency in1060.   In 1090, war flared between St. Foy & Die Weltbund.  The climatic battle was the
Battle of the Asteroids where St. Foy forces assisted by independents & vessels of Dark Goddesses & Webrunners decisively
beat the battlefleet of Admiral Gerd Schussel, losing a battleship, a cruiser, 3 destroyers, 11 escorts, with 6 escorts, 1
destroyer, & a light carrier captured.  Resca was killed when she rammed her planetary monitor into the battleship Werther
von Braun.
The current duke, Resca's son Nicholai II has double the size of the fleet & is constructing a shipyard on St. Foy's moon,
Avery.  He is also lobbying the Comsentient Alliance for entry in to the alliance as a member state.

The system is well guarded by ducal forces 6 fighter tenders(Armida I, Fahrent, Kaz Irhean, Mann Ghert, Vhikil Welk,
Trehil), a destroyer Weltbund's Gift, 18 SDB's( Gas Attack, Ghost, Arbiter, Growler, Pirate's Surprise, Weltbane, Bouncer
II, Asteroid Raider, Ironheart, Neit's Revenge, Flitterby II, Mas, Wey Frost, The Blip, Anklebiter, Ref Stolt, Mackin
Jukert, & Sgt. T Ys),, & 2 planetary monitors built from iron asteroids, Nicholai I & Reisca II.  Their are also 12 ducal

ST. FOY'S climate is  averages around 20 degrees below Earth norm.  There are very strong wind currents causing
hazardous aerial navigation(+2 die modifier).  This is especially true around the canyons (where Port Nicholai &
Cursewell are located).  where there is a +4 modifier.  Flights in and out those locations should make use of
ground control or drop navigation beacons.  The main reason for developing St. Foy was the original scouts of
Nicholai I finding esperite deposits.  St. Foy exports about 2 kg a year of this ore. Abundant on this planet are
deposits of Gharytite, a radioactive ore (harmless to humans) that distorts sensor signals (+2 modifier to sensors).  
Gharytite is used in St. Foy SDB's &  Planetary Monitors in a refined form (+4 die modifier).  As yet Gharytite is a
state secret though Zhodhani agents have become aware of it.    The planet's terrain tends to the mountainous in
most areas.  For unknown reasons, there are only 13 species of terrestrial  animals above 10 kg native to this planet.
   The largest native animal is the Xorters, a family of whalelike saurians that are the dominant sea predator.  
There are 8 species: King Xorter (10m long), Yellow Xorter (7.2m long), Armida's Xorter (6.1 m long), Southern
Xorter (6 m long), Bag Xorter (a filter feeder 6 m long),  Plaso's Xorter (4 m long), Coastal Xorter (2m long), Red
Xorter (1.5m long); lengths are based on the largest known specimen.  The Xorters are hunted for their skins
(excellent for vac skins), blubber (cosmetics & nutironal supplements), & meat.    St. Foy's TL is the base level.  
Many industries use higher TL dies & machines as well as imported (or impressed) technicians.  The planet's
waters have a yellowish-red tint due to the vast of plankton in the colder currents.  Fishing fleets from Fahernt
naval base & Ner Lon island have exploited  these rich fishing grounds since Reisca I, providing spacers with
fresh meat. The contragravity subs Farhrent, Gulper, Raischke, Zernon, Vhilis, Shulty (armour factor 8, 100
missiles ea., 450 KPH, Agility 6)each operate out of Fahrent also under the command of Admiral Antil Vhilis.
POLITICS
St. Foy is a feudal technology run by the families (St. Foy, Irhean, Yrvian, Beauvon, Tat'sui, Brill, Sohn, &Khilhon)
of the original Psionicists who fled the Imperium during the Psionic Suppressions. The duke presides over a council
made up of selected reps of those families to dictate policy. The ducal crown is hereditary, going to the eldest of the
current duke/duchess or their designated heir. Three traditional goals are still followed by the duchy: 1. The continued
growth of the ducal psionic institute; 2. Continuing St. Foy as a haven for psi/non-psi peaceful coexistence. ; 3.
Increasing the power of St. Foy. The current duke, Nicholai II continues the policies of Reisca II to raise the TL of St.
Foy & building its port facilities to increase its profits from servicing corsairs rather than active raiding itself.  This has
caused concern with the active pro-piracy faction. Nicholai has also petitioned the Comsentient Alliance to be accepted
as a member nation, receiving a cool but receptive response.  The Duke's brother Iram St. Foy has recently been sent to
Rabanitas as the duke's envoy in residence.  Several shipping firms, most importantly Beaufort Lines LTD, are
lobbying against St. Foy's admittance.
The duchy's relationship with both the Zhodhani Consulate & the 3rd Imperium is kept at a distance.  This had not of
course stopped the dukes & duchesses of St. Foy from allowing both empires to use Port Nicholai as a espionage
playground & reaping the benefits.  The is however a strong anti-Imperial faction, the Null-Imps, who still harbor
resentment towards the Imperium for the Psionic Purges.  They have in the past kidnapped & killed Imperial
personnel, as well as commited sabotage aboard Imperial vessels.  The last 3 rulers of St. Foy have curtailed their
activities, but they still remain a threat as they have allied themselves with SORAG, the Zhodani secret service.  
However, the duke's sister, Clarrissa is pro-Imperial, and a longtime  friend of the new ambassador to St. Foy, Manax
Darkhstarr from his IISS days.
The relations with Die Weltbund remains hostile, with raids, smuggling & espionage by ducal agents remaining as
active as ever.  One St. Foy's side are Webrunners; Dark Goddesses; LOFW; Castle Keep, Hardass, Abyss, & Calliope in
the Liberty Hall subsector; Beaumonde, Friedland, &  Vlad in the Mapepire subsector; Ashiski, Epsilon Centre, &
Tinzhy in the Metchi'Alagwa subsector; Silbe in the NE Middle Beyond subsector.  The Esylat Magistry (Vanguard
Reaches sector; The Imperium(until DW opens up its trade routes), Zhodhani Consulate, Guildheim all give
clandestine aid to the St. Foyans.  Die Weltbund's allies include Phyllis' Surrender(a major source of slave crews &
tech's for the DW merchant marines & schools); The IDES; Chasub pirates of Ljubuliana (Mal'Gnar Radiant).  The
Trelyn Domain(Vanguard Reaches) is DW's main outside source & ships & armaments; Dheurt Ltd.(a shadowly group
inside Parallel Lines) supplies many clandestine service. The LOFW uses St. Foy as a recruiting ground for agents &
mercs for use in rebellions in Die Weltbund space.  In fact LOFW's favorite merc shock force, Klein's company(grav
armour battalion), uses Reiyo Depression as a base & training ground.
The Eshenili assasins are no longer welcome as since Eshenili in the employ of Die Weltbund wre caught trying to
kill the duke.  Though Nicholai remain hostile to the assasins, the Eshenili have accepted their banishment with good
grace and plan no revenge.

richest merchant prince, Regeina is a formidible telepath in her own right, teaching at the institute.  Rarely seen

Nicholai's richest businesses.  Pushy,annoyingly  friendly, & perceptive, Vhaufrig can find anything for you, even
before you know you need it due his spies.  A firm supporter of the current duke's economic policies.

GHERIK IN, 55.  FREE TRADER.  (777AB6, Murian).  TRADER 4, LAISON 3, PILOT 3, NAV. 2, MELEE 1,
PISTOL 2(snub pistol). Gherik, with his family on aboard the "Happ" maintain a tramp service through Liberty
Hall.  Serious & farsighted, Gherik works with St. Foy's Intelligence Branch.  His daughter, Huj(545AA6), has
received training at the local institute for Telekinesis (Str: 7, Lvl. 4).

TRISTIN CORVIN, 46.  PIRATE CAPTAIN. (767993).  LEADER 3, TACTICS 3, LASER 3, COMMO 2, VACC
SUIT 2, BRAWLING 2.   PSI: 7, TELEPATH 2, AWARENESS 2. Taciturn & quiet, the capt. of the "Halcyon" is
one of the local corsairs, a descendant of the orgianl psi refugees.  He preys mostly in the Foreven sector along the
trade routes to the Imperium & is a paid Zhodhani agent.  For him this is not disloyalty to his dukedom as he feels

3, PISTOL 1, CAROUSING  3, GAMBLING 3.  Dark & saturnine, Chien is a martinet on duty & a cheerful carouser
offduty, popular with many of the unattached female pirates.  Chien has the respect of the Aslan for once defeating 2
Aslan male mercs in a brawl.

LAK'NAR, 32.  PIRATE.  (Poicxh, 565BBB).   SENSOR 6, LASER 3, ZERO-G CBT., ADMIN 2, LEADER 2,
TACTICS 2, COMMO 2, BRIBERY 3.  A typcially efficient member of her race, Lak'Nar is a friendly & xenophilic  
throwback to the ancestral Poicxh before the orginal Aslan invasions of Poicxh territory.  She makes sure that all
Dark Goddesses personel on St. Foy are well taken care of, well informed, & busy, whether in legal or illegal trading.
Her poicxh are some the best trained sensor, computer & commo ops among their race.  She is currently considering a
secret ducal offer to establish a DG Poicxh nest on St. Foy. If she accepts she will undergo the change to queen &
appoint a new replacement as DO for Dark Goddesses, most probably her protege T'Kil-Yhyk.

BART KLEIN, 56.  MERC COLONEL (9C6545).  GRAV VEHICLE 3, LEADER 2, TACTICS 3, ARTILLERY 2,
GAUSS 2, COMP. 1, ADMIN 1, LAISON 1, HEAVY WPNS 1, COMMO 1, BLADE 2.  Calm, precise,  & stubborn,
Klein's the man for dangerous jobs involving armour.  Originally from the Imperial Army, Klein's health was ruined
by a rare virus while on active duty.  Honorably discharged, Bart went to the Beyond to continue fighting & with
secret backing from LOS & Nicholai II built up an armoured grav unit out ex-Imps, Weltbund army deserters,
adventurers & volunteers. Bart's company now boasts 420 grav AFV's & APC's, & 2300 men & officiers.  Highly active
they've been in the Trelyn/Esylat War IV, the LOFW/Weltbund war of 1106, as well several other actions in the pay of
LOFW.  Their last mission was for Beaumonde Inudustries, taking a base loyal to the late Reyno Beaumonde.  Klein
also  holds a reserve commission in the St. Foy army, & is a least a drinking buddy of most of Ft. Foy's officiers.
Though despising pirates, he has respect for Dark Goddesses for handling an evacuation of his forces under fire after
a rare defeat on Nietschze in the pay of LOFW.

CASIMOR RICHI, 62.  ARMY COLONEL.  (BB9868).  LEADER 4, GAUSS 4, TACTICS 3, LASER 2, ADMIN 4,
INTERROGATION 2, GRAV VEHICLE 1, PILOT 1. Baron Richi is the commander of Elite Nicholai Guards as
well as Nicholai's chief military advisor.  Serving since Reisca II, Richi is fanatically loyal to the ducal family &
will brook no real or imagined slight to the St. Foy & is still a noted duelist.  Verbose, yet introverted, he rarely
socializes accept at ducal functions.

KITTER, 21.  FREE TRADER.  (POICXH, 666BB6).  PILOT 3, NAV. 3, TRADER 3, COMP. 1, COMMO 2.
SENSOR 2, LASER 1. Kitter commands the free trader "Fairdealer", home port Thyk-Nest & traverses the Liberty
Hall subsector trading Poicxh commo & sensor gears for various  cargo.  She give free passage to anyone who has a
proven skill that can add to her own (&her crew's) knowledge & expertise.

ARLIK PETHIN, 56. ROGUE (787B82).  GAUSS 2, STREETWISE 2, FORGERY 1, BRIBERY 3, CAROUSING 3.
Pethin is a conartist extraordinaire with a flare for wild (& often profitible) plans.  Lacking technical skills, he uses
his native charm to convince others (particularly attractive females) to do the hard labor for him.  Many have been
victims of his scams, yet find it hard to stay mad at him out of embarassment or enchantment.  He is never without two
things: his ancient gold coyn (his good luck charm) & his gauss sleeve gun (loaded usually with tranq rounds).

MAJ KUTY, 65, ENGINEER  (867BB4).  ENGINEERING 3, ELECT 2, ROBOTICS 2, LASER 2, GAMBLING 4,
ADMIN 2, MECH 2.  St. Foy's port engineer, Maj is always at Kiman's, surrounded by admirers of his famed
gambling skills, & his generousity with winnings.  Now only a consulting engineer, he will often wager his service
against money with the local spacers to keep his skills honed.  Lucky is the person who can beat him & win the bet.

MAGLOIN, 33.  MERC (MURIAN,  8A9662).  LASER 2, BRAWLING 2, BLADE 2, COMMO 2, COMP. 1, GRAV
VEHICLE 1.  Bitter Magloin, was exiled from his homeworld for unknown crimes.  Unable to take orders, he has
been booted out of several merc groups & currently works as a freelance enforcer/bodyguard.  Once paid, he stays on
the job til it's finished, however his bad temper makes the possibility of exploding over some real or imagined slight  a
real liability.  He stays at Wormin's, though his hangout is the Sip & Stab

SANTRIN MARGON ST. FOY, 62.  SCIENTIST.  (656BBB).  Psi lvl. 8, TELEPATHY 5, DISABLE 3.  ADMIN 4,
MEDICAL 3, COMP. 3, LEADER 3, HYPOGUN 2.  Uncle of the duke, Santrin is the head of Wild Talents at the
psionic institute.  His cool, verbally precise manner hides a born schemer & secret leader of the Anti-Imperial party,
Nesderin, & SORAG's chief native contact.  He constantly schemes to replace Nicholai and was the insider who made
the attempted assassination the Eshenili possible, & used his Disable wild talent to destroy the conspirators starship to
cover his tracks.  If the Eshenili ever discover that last fact, they will probably eliminate the good doctor
.
MIRYEM ROSENTL, 24.  SCIENTIST.  (LOST COLONY DARRIAN, 88AAA4).  Psi lvl. 6.  ANIMAL
TELEPATHY 3, TELEPATHY 3.  GAUSS 1, MEDICAL 2, VACC 1, COMP. 1, COMMO 1, CAROUSING 1.  
Miryem was raised in the psi institue at St. Foy, & is now a graduate assistant there.  Young, friendly, & restless, she
feels stiffled under Santrin St. Foy tutelage at Wild Talents & if the opportunity opens, would jump on the first ship
into deep space.  She is never without her pet cats, Reisca & Marik.

ASHTARTAH MASERHD, 25.  PIRATE.  (98AA82)  Psi Lvl. 4.  DISABLE 2.  LASER 2, ZERO-G CBT. 1. VACC 1.
ELECT. 1.  Ashtartah used to be a member of the Dark Goddesses corsair 'Fhaerdha' until her latent wild talent was
discovered & her captain Deborhyz Sedil sent to the Irhean Institue at Port Nicholai.  Energetic & imagintive she's
very excited about her coming graduation from the institute & boarding the first DG ship into space.

CASRIN FHORDILK, 65. MERCHANT.  (565A83).  ADMIN 3, TRADER 3, BRIBERY 3, LAISON 3, COMMO 1,
COMP. 1, GAUSS 1, DISGUISE 2. Resident agent of Rushdui, Casrin has been instrumental in Reisca II &
Nicholai II's economic & tech policies.  However, his greed & shiftiness has him  currently playing the field &
endangering Rushdui's policies.  That and his embezzling of funds will someday doom him.

MASDRAH VION, 32. ROGUE  (898AA2)  Psi Lvl. 2.  Telekinesis 2.  PILOT 1, NAV. 1, ADMIN 2, TRADER 2,
CAROUSING 1, GAMBLING 1. GAUSS 1.  Masdrah is Casrin Fhordik's ambitious subordinate, & as such is
always on the lookout for some means to increase Rushdui's profits & at the expense of her boss.  She also has a better
grip on Rushdui's economic outlook and thus is more interested in satisfying customers than ripping them off(unlike
Casrin).

SASHA RENARDE, 46, PIRATE CAPTAIN (7AAA84).  PILOT 3, NAV. 2, SENSOR 1, CAROUSING 2, BLADE
1,, BATTLEDRESS 1, LASER 2, MELEE 2, TACTICS 1, LEADER 1.  Captain of the Dark Goddesses corsair
'Despare Jen', Sasha has just returned from 5th Frontier War where she operated as an Imperial privateer. She is
planning a long layover in Port Nicholai so she can raid & quickly hit the fleshots of the Mapepire Cluster.  She like
all her crew wear the infamous stiletto fighting boots & often wear them as their only weapon planetside.  Stolid &
thoughtful, Sasha treats her crew very maternally & will react quickly to any implied threat to them.

BETTE NOIRE (see Rogues Gallery).  Captain of the corsair 'Arabella', Bette has used Port Nicholai as a hideout
since her coming to the Beyond. One her last trip her uncle Renee Noire & N'Kil, a droyne friend of her father were
murdered by agents of her uncle, Black Dog McKimmon.  McKimmon & his minions have since been banned from
the St. Foy System. Her permanent crew include Kheafatyr(Aslan), Chu Boca (human), Vahkra Dehz (human)
Eshenili assasin blood-bonded to Bette as a bodyguard, Khara Comagne (human) ex-teen wife bodyguard of the late
Duke of Vlad, & Ak'Fhorzuh (vargyr) teenage daughter of a retired vargyr corsair.

DERON 'HOOK' CORTEZ (see rogues Gallery). Captain of the corsair 'Maladroit Jeste', also known as the 'Jester'
for his EMM wizardry &  his practical jokes.  Makes Port Nicholai his home.

HUGNI REGH'MAR, 34. ROGUE (MURIAN, 797BB3)  Psi Lvl. 8. Telekinesis 8, Teleport 2.  GAMBLING 4,
BRAWLING 2, SHOTGUN 2, CMP. 3, FORGERY 2, ELECT 1, MECH. 1. Happy go lucky Hugni is a gambler
extrordinaire who only uses his Psi powers against rigged machines or crooked gamblers. He has a dislike for
curruption officials that got him exiled in the first place. Has a few enemies due to his penchant for practical jokes.  
Casinos tolerate his psi use because it would admit dishonesty-plus Hugni does weed out the greedy & incompetent
dealers.
